Buyee’s US customs charges, line by line
Last checked 19 September 2026. Every claim below links to the document it came from; where nothing official says it, this page says so instead.
The short version
A US-bound Buyee package has carried prepaid duty since 28 August 2025. The rate was a flat 20% of the invoice, then a flat 15.5% from 17 September 2025, and since 21 April 2026 it is a rate per item category multiplied by each item's invoice amount, with the customs clearance fee billed as its own line instead of inside the international shipping fee. All three changes are in Buyee's own notices.
What that per-category rate ought to be is not Buyee's decision. Since 24 July 2026 a Section 301 action sets US duty on products of Japan at 12.5% net of the normal rate — so 12.5% of the value for figures, toys, plush and stationery, and 0% for books, CDs and Blu-rays, which are exempt as informational materials. If a line on your invoice does not match that, the classification is the thing to ask about.
What Buyee has said, in order
- 28 August 2025 — DDP begins at 20%
- With the $800 exemption suspended, Buyee moves Air Delivery, DHL, FedEx, UPS and ECMS to Delivered Duty Paid for the US, Puerto Rico, Saipan and Guam, "uniformly" prepaying 20% of the invoice amount.
- 17 September 2025 — the flat rate drops to 15.5%
- Citing the Japan–US tariff negotiation's move to "the higher of the existing tariff or 15%", Buyee changes the prepaid rate to 15.5% of the invoice amount, with customs clearance charges added to the international shipping fee and "no additional tariff payment required upon delivery". This is the 15.5% that still gets quoted in forums a year later.
- 1 April 2026 — the purchase fee rises
- The Buyee purchase fee goes from ¥300 to ¥500 per order (one successful bid, or one shop order, however many items it contains).
- 21 April 2026 — per-category duty, and the clearance fee on its own line
- For packages paid for after 12:00 JST on 21 April 2026 on Air Delivery, DHL, FedEx, UPS or ECMS: "different customs duty rates will apply to each item category and will be multiplied by the invoice amount of each item"; an estimate shows when bidding or ordering and the amount is emailed once the purchase completes; and the prepaid customs clearance fee is charged when the package is paid for, with the same amount removed from the international shipping fee. Buyee notes that for some sites the estimate may not show at order time.
Buyee's notices do not publish the per-category rates themselves, or the clearance fee amount; both appear in its International Shipping Fee Estimation tool for a specific package. This page does not guess at either.
What the rate should be, by law
Since 24 July 2026 the duty on goods of Japan is set by the Trade Representative's Section 301 notice (91 FR 47318): where an item's normal rate is below 12.5%, the total is 12.5% of its value; where it is already 12.5% or more, only the normal rate applies. Figures, capsule toys, plush and model kits (HTSUS 9503), trading cards (9504.40) and stationery (4820) are all Free at the normal rate, so their duty is 12.5%. Books (4901) and recorded media (8523.49) are Free and exempt from the action as informational materials, so their duty is 0%.
That is why "media is exempt" and "I was charged on four CDs" can both be true. The exemption is real; a charge means the parcel's customs line was not the media heading, or the amount was the clearance fee rather than duty. The two look alike on a bill and are not the same thing.
What to ask Buyee for
- The HTSUS line used for each item, since 24 July 2026 a 10-digit one is required on the postal entry and it is what the duty is computed from.
- Duty and clearance fee as separate amounts. Since 21 April 2026 Buyee bills them separately, so it can show them separately.
- The invoice value the rate was applied to, item by item.
On refunds: on the postal route the party that files with CBP and pays is the filer — Buyee or its carrier — and CBP's rule says the filer "may pass on" the cost. Your relationship is with Buyee, and Buyee's is with CBP. This page cannot tell you what Buyee will refund; it can tell you that a media parcel charged 12.5% was charged more than the rule requires.
The other Buyee charges on a US order
- Purchase fee
- ¥500 per order since 1 April 2026 — one successful bid on JDirectItems Auction, Mercari or Rakuma, or one shop order, whatever the item count.
- Plan fee
- Standard ¥500, Insured Delivery ¥500, Inspection ¥300, Lite ¥0, chosen per order.
- Domestic shipping
- Seller to warehouse, charged per order even from the same seller; Buyee's page gives ¥150–1,500 as the usual range.
- International shipping
- By packed size and weight, from the estimation tool.
- Customs clearance commission
- ¥2,800 on Japan Post methods when the contents are worth over ¥200,000 — the export declaration threshold, not a US charge.
Put the proxy lines into the comparison as a range and the duty as the invoice figure, and the answer is arithmetic. For what the rate should be on a specific kind of item, see duty on figures, plush, manga and media; for how ZenMarket's fees line up beside Buyee's, the comparison.
